As of 2025, the Republic of the Congo (CG) has not enacted a new copyright law or amended Law No. 24/82 of 1982 with respect to exceptions and limitations for research. Based on the partial text available via ICT Policy Africa (which hosts the WIPO-sourced English translation), the law contains exceptions in Articles 25-34. The law includes a private reproduction exception (Article 33) permitting reproduction of a lawfully published work exclusively for the private use of the user, which covers research and private study but is limited to private/personal use by individuals. The law also contains a quotation exception (Article 25) limited to short passages/excerpts. There is no general fair use or fair dealing clause, no institutional library exception for research, and no TDM exception.
